Title: The Russo-Ukrainian War’s Impact on Tajikistan’s Foreign Policy

Abstract: Russia's full-scale invasion of Ukraine in February 2022 had a significant impact and consequences not only in Europe but also beyond its borders. The war particularly affected the small and vulnerable countries of Central Asia, a region that Russia historically considers its sphere of influence. This study examines how the war has influenced Tajikistan's foreign policy, focusing on its economic dependence on Russia, its security alliances with Russia, and its diplomatic positioning. This work draws on small-state behavior theory and path dependency as its theoretical framework. The study argues that the war did not fundamentally change Tajikistan's foreign policy after the start of the war in Ukraine, but it did accelerate existing trends towards a cautious and gradual shift towards diversification and a multi-vector approach. Using qualitative case study methodology, this work analyzes official statements by the Tajik authorities, voting patterns in the UN, economic data from official sources and international organizations, as well as secondary sources from 2022 to 2025. The findings show that Tajikistan has not openly supported Russia's aggression in Ukraine, adopting a strategy known in the region as "strategic silence" and diplomatic neutrality. Russia continues to be Tajikistan's primary partner in many important areas, even in the fourth year of the war, primarily due to Tajik labor migrants and security cooperation. However, Tajikistan has increased its cooperation with other regional players, primarily China, as well as the United States, Türkiye, and Iran. China's growing presence in the country's economy and security is significant, although it also creates new dependencies for the country.Overall, this thesis shows how Tajikistan, as a small country, is pursuing a rather pragmatic policy in an attempt to adapt to the new realities following the outbreak of the war in Ukraine. This study contributes to the literature on small-state foreign policy and highlights how global conflicts can shift, but not necessarily overturn, their long-standing foreign policy approaches.
