Abstract: | The thesis examines the role of civil society stakeholders in combating gender-based violence (GBV) and promoting gender equality in Kyrgyzstan. Despite having one of the strongest civil societies in Central Asia, Kyrgyzstan ranks lowest in women’s security and equality. This research seeks to understand the reasons behind this paradox, how civil society stakeholders balance local norms with the gender agenda, and what obstacles impact their effectiveness. Civil society steps in as crucial players in democracy to combat GBV, yet their roles and effectiveness remain underexplored. Moreover, there is a significant gap in the literature regarding the intersection of civil society activity and GBV in Kyrgyzstan. The thesis aims to fill this gap by using a mixed-methods approach, combining institutional and documentary analyses and interviews. The findings reveal significant legislative progress in Kyrgyzstan, with numerous national and international commitments aimed at addressing GBV. However, gaps in implementation, underfunding, and insufficient gender sensitivity are still key obstacles. Additionally, cultural and political challenges further complicate the efforts of civil society. International donors and partners play a pivotal role in supporting local initiatives, but concerns about donor practices and the sustainability of external funding persist. The study concludes that effective collaboration between the government, civil society, and international partners is essential for achieving sustainable progress in gender equality and ending GBV. The recommendations provided in this work emphasize the need for stronger policy enforcement, increased funding for grassroots organizations, and a context-sensitive approach to gender advocacy. |
