Abstract: This study attempts to assess foreign aid development programs in Kyrgyzstan, in particular SME (small and medium enterprises) support programs. Kyrgyzstan, being a foreign aid dependent country, since its independence has received a large amount of aid from international donors. While previous research projects focused on socially and politically oriented donor programs, market liberalization and decentralization policies influenced increase of number of SME support programs in the country. Therefore, assessment of SME support development programs is a relevant issue. According to the chosen research methodology selected three case studies on SME support in Kyrgyzstan were examined. Case studies that vary from each other on their structures were selected to understand which components of development programs are the most effective. Open ended interviews with program coordinators and consultants as well as program beneficiaries were held to collect extensive data. Throughout these interviews data on donor's priorities, programs' main goals and achievements were collected and analyzed taking into account practices of previous development programs.
