Public Indifference Towards Police Reform in Kyrgyzstan Analyzed on the Example of Naryn Province

Abstract

How to give an explanation to failure of government to provide law enforcement? How to explain the absence of reaction of people to such a failure? What are reasons of such a behavior? What do people do to fill in such a gap? These are the preliminary questions that this MA Thesis is aimed to give an insight. More specifically, this study will elaborate on the phenomenon of the public indifference and the creation of alternative law enforcement. This humble research is an attempt to add to studies that have to do with modern state-building.
