This thesis proposal briefly discusses the main theoretical aspects of the implementation of human capital theory in the Kyrgyz labor market with a focus on sectoral differences in earnings. The current employment trends raise significant concerns about education quality and its return on investment. The main questions posed in the paper are whether the current educational system is able to produce a qualitative labor force and in what particular economic sectors this return is still significant. The theoretical framework is based on the Mincerian earning function and will use a secondary longitudinal dataset taken from the Life in Kyrgyzstan survey.en_US
