Kyrgyzstan’s Accession to Customs Union: Opportunities and Threats for Kyrgyz – Uzbek Bilateral Trade

Title: Kyrgyzstan’s Accession to Customs Union: Opportunities and Threats for Kyrgyz – Uzbek Bilateral Trade
Authors: Radzhapov, Bakhodirzhon
Abstract: Preferential trade agreements have become an important tool in boosting the trade, advancing economic cooperation between countries and enhancing the welfare of people. This is well used in post-Soviet area, where the Customs Union of Russia-Kazakhstan-Belarus (CU RKB) and the Free Trade Zone within the Commonwealth of Independent States (FTZ CIS) reshape the landscape of intra-and inter-state trade. Formerly obsolete FTZ CIS is going to revive to improve trade relations between its members. At present time, Kyrgyzstan takes steps towards accession to CU RKB with its Common External Tariff and trade regulations, while having bilateral agreements on free trade regime with number of countries, including Uzbekistan. Besides, the trade between Kyrgyzstan and Uzbekistan is stipulated by their landlockedness, adjacency and saved economic ties from soviet past. Consequently, Kyrgyzstan’s accession to CU RKB will have influence on trade relations with Uzbekistan, accompanied with its opportunities and threats. In this regard, this study discusses whether measures taken by the governments of both countries will promote or discourage the bilateral trade in case of Kyrgyzstan’s accession to CU RKB. Finally, this paper also contains policy recommendations on measures to be taken by governments of both countries to improve trade, that’s why it may contribute to future studies on related topics.

Title: Assessing Sustainability: Looking Through the Development Project Results after It Ends
Authors: Nezami, Somaia
Abstract: The current paper focuses on the issue of aid effectiveness by studying a particular development project which was conducted in Afghanistan Ministry of Finance. It narrows down DAC criteria, a widely-known method used for aid evaluation, to sustainability criterion in order to assess long term effectiveness of the project. By reviewing donor’s evaluation reports, it presents to its reader the so-called results of the project. Then it compares the reported results with their current statuses (if exist) to find out what happened after the project ended. These two steps prepare the reader for detailed sustainability examination of each output. Simultaneously, it looks through the factors affecting sustainability or extinction of the outputs to declare hindrances limiting the development project sustainability in Afghanistan.

The Role of International Financial Institutions in the Development of Poverty Reduction Strategy for Tajikistan

Title: The Role of International Financial Institutions in the Development of Poverty Reduction Strategy for Tajikistan
Authors: Amzaliev, Rauf
Abstract: For more than two decades, poverty reduction in low-income countries became one of the main challenges to tackle for the international communities. Newly independent Tajikistan has been facing the phenomenon of poverty only after the collapse of the Soviet Union. This made Tajikistan to seek the ways and strategies for reducing poverty in the country. Therefore, it was essential for the resource scarce country like Tajikistan to involve International Financial Institutions (IFI) for adoption of strategies to reduce poverty level in Tajikistan. However, different scholars do not see positive impact of the implemented by the Poverty Reduction Strategy Paper (PRSP) projects contributed to the poverty reduction. They say, PRSP projects can be successful if economic reforms can follow PRSP strategies in governmental sectors. Thus, this thesis explores the role of IFI in development of anti-poverty mechanisms and reforms implemented in Tajikistan and evaluate PRSP progress.

Currency Regulation Regime of Uzbekistan and Impact on Behavior of Economic Agents

Title: Currency Regulation Regime of Uzbekistan and Impact on Behavior of Economic Agents
Authors: Saidkhodjaev, Oybek
Abstract: Currency regulation regime has become one of the integral parts of economy since international trade developed. Everyday mass media informs us about volume of trade on stock exchange, currency market, commodity exchange and many of experts-analytics calculate volume of goods turnover that is based on export and import operations. Absence of certain goods in domestic market leads to importation materials. Correspondingly, import of goods is based on currency relations in hard currency. Hence, import is dependent on hard currency, which in turn is dependent on conversion operations. Existing challenges of currency operations in Uzbekistan has led me to write my MA thesis on this topic, with a perspective to make a contribution in development of my Motherland’s economy.
The main aim of my MA thesis is to analyze the evolution of the currency regulation regime and show its impact on the economic agents. The evolution is divided into several stages with reference to legislation and regulations. Every change in Uzbekistan legislation had an effect on international trade both in micro- and macro-economic level. In my MA thesis I intend to discuss the microeconomic impact of those changes. The thesis includes role of currency operations in development of Uzbekistan economy. The thesis explains how crime structures and corruption system affect the formation of different exchange rates and its negative effect on economic agents (microeconomic level).
In my MA thesis I explain measures undertaken by the Government of Uzbekistan against financial crime and corruption. The currency regulation regime is based on domestic manufacturer protectionism policy. The state has been supporting domestic producers by adopting legislative acts and regulations. Unfortunately, emerging black market has negatively affected the monetary policy on macroeconomic level. Studies and research of experts on the subject of my thesis in Uzbekistan’s case is very important to make a rational assumption and reveal an omission of experts. I hope my MA thesis will help the reader express right opinion about Uzbekistan currency regulation regime.
